Cities and states have varying techniques to dealing with rodents. These regulations vary and help give professionals a baseline for how to approach control.
On a federal level, insecticides are regulated by the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the Federal Food, Drug, and Cosmetic Act (FFDCA). Regulations are different state to state. For example, in Illinois pest control professionals must adhere to the standards of the Illinois Structural Pest Control Act; in California, they follow that state’s law of the same name.
Cities also develop legislation in certain circumstances to enhance its state’s existing laws. Chicago has an ordinance that is designed to address the issue of bed bug control. In 2022 the New York City Council passed a series of four bills called the Rat Action Plan, geared to provide pest management standards for construction sites.
San Francisco’s Integrated Pest Control ordinance governs the way pests are controlled on all city properties, but not private ones. Miami, Florida code dictates that hotel owners are responsible for pest control but also that they need to protect the needs of their guest, as well.
